Honorary Consulate - An honorary consul, who can be either Portuguese or a foreigner and not a diplomat, residing in the territory and location of the consulate, is appointed by the Foreign Affairs Ministry to uphold and protect Portuguese state rights and interests where there is no official representation. Honorary consulates generally lack the authority to perform consular acts, though in certain rare, justified instances they could be authorized to execute voter registration, civil registration, notarial services, and issue travel documentation. The honorary consuls perform their duties within their jurisdiction, in line with the mission head to whom they report.
