Portugal's Honorary Consulate in Winnipeg

Honorary Consulate - An Honorary Consul, whether Portuguese or not, and who is not a diplomat, but resides in the country and city where the Consulate is located, is appointed by the Ministry of Foreign Affairs to uphold and defend the rights and interests of the Portuguese State and its citizens, in a location where there is no official representation. Honorary Consulates may not have the authority to execute consular acts, but under exceptional and justified situations, they might be permitted to conduct operations related to, voter registration, civil registration, notary acts, and issuing travel documents. The honorary consuls operate under the purview of their competence and adhere to the guidelines set forth by the Head of the Mission to which they are associated.
