Honorary Consulate - An Honorary Consul can be a Portuguese or a foreigner, non-diplomat, residing in the country and location where the Consulate is operational, and is appointed by the Ministry of Foreign Affairs to represent and safeguard the rights and interests of the Portuguese State and its nationals, in a city without official representation. While Honorary Consulates generally lack the capability to perform consular acts, in certain special and justified circumstances, they may be allowed to perform tasks such as voter registration, civil registration, notary acts, and issuing travel documents. The role of honorary consuls is executed, within their area of competence, in coordination with the Head of the Mission to whom they report.
