Honorary Consulate - An Honorary Consul can be a Portuguese or a non-Portuguese individual, not a diplomat, residing in the country and the location of his Consulate's jurisdiction, appointed by the Ministry of Foreign Affairs to foster and safeguard the rights and interests of the Portuguese State and its citizens, in a city without official representation. Although Honorary Consulates typically do not possess the authority to perform consular acts, under certain exceptional and justified instances, they may be permitted to conduct voter registration procedures, civil registration and notary acts and to issue travel documents. The duties of honorary consuls are carried out, within their competence, in accordance with the Head of the Mission to which they are attached.
