Honorary Consulate - An Honorary Consul can be a Portuguese or non-Portuguese individual who resides in the country and location where his Consulate functions, appointed by the Ministry of Foreign Affairs to promote and safeguard the rights and interests of the Portuguese State and its citizens, in a city where there isn't official representation. Honorary Consulates are typically not authorized to perform consular acts, yet, in certain exceptional cases, they may receive authorization to conduct voter registration activities, civil registration and notary actions and to issue travel documents. The honorary consuls operate within their competency, in accordance with the Head of the Mission to which they are attached.
