Honorary Consulate - An Honorary Consul can be a Portuguese or a non-Portuguese resident who isn't a diplomat but lives in the country and city where his Consulate is located. Appointed by the Foreign Affairs Ministry, their role is to promote and protect the rights and interests of the Portuguese State and its citizens in a city without official representation. Although Honorary Consulates typically do not have the competency to perform consular acts, in certain special and justified scenarios, they might be permitted to carry out voter registration, civil registration, notary acts, and issue travel documents. Their activities are executed under the direction of the Mission Head they are attached to.
