An Honorary Consul, who could be Portuguese or non-Portuguese and isn't a diplomat, resides in the respective country and city where his Consulate is functional and is nominated by the Ministry of Foreign Affairs to advocate and safeguard the rights and interests of the Portuguese State and its citizens, in a city lacking official representation. Honorary Consulates usually do not have the competence to perform consular acts, however, under specific exceptional and justified circumstances, they may be authorised to conduct electoral registration operations, civil registry and notarial deeds and to issue travel documents.
