The Honorary Consulate of Portugal in Asuncion

An Honorary Consul, who can be Portuguese or a foreigner residing in the country of operation, is not a diplomat and is appointed by the Ministry of Foreign Affairs to protect and promote the Portuguese state's rights and interests where there is no official representation. Although typically not authorized to perform consular actions, they may be permitted to conduct voter registration, civil registry, and notary actions, and issue travel documents under certain exceptional and justified conditions. Their work is executed as allowed by the mission head they report to.
