An Honorary Consul, whether Portuguese or not and not a diplomat, resides in the country and location of their Consulate's operation. Appointed by the Ministry of Foreign Affairs to represent and protect the Portuguese State and its nationals' rights and interests where no official representation exists. Honorary Consulates usually do not perform consular acts. However, in exceptional and justified situations, they may be authorized to conduct voter registration, civil registry, notary acts, and issuing travel documents. The honorary consuls work within their competency scope, under the direction of the Mission Head to which they are associated.
