An Honorary Consul could be a Portuguese or a non-Portuguese, who is not a diplomat but resides in the same country and location as his Consulate. The Ministry of Foreign Affairs appoints them to uphold and advocate the rights and interests of Portugal and its citizens, in a city without an official representative. Honorary Consulates usually do not have the authority to perform consular acts. However, in some exceptional and justified circumstances, they might be permitted to carry out voter registration operations, civil registration, notary acts, and issue travel documents. Honorary consuls carry out their duties within their competence, according to the Mission Head they are associated with.
