IN SHORT
- IHRU pays 30% to 50% of your rent in the 1st year, up to your municipality's reference rent, then less each year, for up to five years; more with children, in the interior or in a historic centre.
- Open at 18 to 35 (one partner up to 37 in a couple). The law sets no nationality condition.
- Your rent at most 60% of your gross income, and your income per adult at most €3,680 a month in 2026. A whole home, never a room.
- Applications are open all year; results come in monthly batches, about three months later in 2026.
What is Porta 65 Jovem?
Porta 65 Jovem is the Portuguese state's rent subsidy for young people, run by IHRU (Instituto da Habitação e da Reabilitação Urbana). It pays a share of your monthly rent for 12 months at a time, renewable up to 60 months, by bank transfer before the 8th of each month. It's a grant, not a loan.
Since September 2024 you can apply before you've found the home: if you're approved, you add the lease, registered at the Finanças, within two months of the results. Applications are open all year, and assessed every month.

Who can apply for Porta 65 Jovem?
- Age: 18 to 35 on the 1st day of the month you apply. In a married or de facto couple, one partner may be up to 37 if the other is 35 or younger. Young people sharing a home apply together, all aged 18 to 35.
- A whole home as your permanent residence: renting a room isn't accepted.
- No other home: none of you may own or rent another home, wherever it is.
- The landlord isn't a relative or an in-law of any of you.
- Income: the rent at most 60% of your gross income, and your income per adult at most 4 × the minimum wage (€3,680 a month in 2026) and 4 × the reference rent.
- The size of the home: up to a T2 for one or two people, a T3 for three, and so on; a larger home if its rent fits the smaller one's reference rent.
- No other public housing support at the same time, and no debt from an earlier one.

Can foreigners get Porta 65 Jovem?
Yes. The law sets no nationality condition and no minimum time in Portugal: what counts is your age, your household, your income and the home. The rules name the residence permit (autorização de residência) among the identity documents, beside the Portuguese ID card. If you don't hold one yet (a visa only, or an EU registration certificate), ask IHRU whether your document is accepted before you apply.
What you need, as a foreigner
- A NIF and a NISS for each applicant: IHRU checks your income with the tax office and Social Security.
- Your fiscal address at the rented home: change it at the Finanças as soon as you sign (gov.pt asks for it).
- A login: the Chave Móvel Digital, which a foreigner activates at a counter with a passport or a residence permit, or your NIF and Finanças password, sent by post to your fiscal address.
- Proof of income: last year's Portuguese IRS return, or your last three months of payslips or recibos verdes. A salary paid from abroad counts: attach its payslips, as Portuguese records won't show it.
- A bank account for the transfers: IHRU's form asks for a NIB, the Portuguese account number, so a Portuguese account is the safe choice.
Remote workers, students, passive income
Remote worker (D8)
Your foreign salary counts, but the D8's minimum income, 4 × the minimum wage, is also Porta 65's cap: alone, you qualify up to €3,680 gross a month. A couple's income is divided by 1.7, and only 70% of freelance invoices counts.
Student (D4)
A room doesn't count, and money from your parents isn't income: you qualify with a whole flat and Portuguese income of your own, or with flatmates who apply with you.
Passive income (D7)
Only salaries, freelance income, grants and social benefits count. Pensions, rents and savings don't, so many D7 holders don't qualify.

How much does Porta 65 Jovem pay?
IHRU scores your application out of 240 points: the size of your household (up to 90), your effort rate (up to 90: the closer your rent to 60% of your income, the more), your income against the reference rent (up to 30) and your rent against the reference rent (up to 30). The points give a tier, and the tier a share of your rent, which falls each year:
| Tier | Points | 1st year | 2nd year | 3rd to 5th year |
|---|---|---|---|---|
| 1 | 120 to 240 | 50% | 35% | 25% |
| 2 | 90 to under 120 | 40% | 30% | 20% |
| 3 | under 90 | 30% | 20% | 10% |
The share applies to your rent or to your municipality's reference rent, whichever is lower. Since 2024 a rent above the reference rent no longer rules you out, but the part above it gets nothing.
More with children, in the interior or in a historic centre
- +20 percentage points in a historic area or an urban rehabilitation area (ARU), with the câmara municipal's certificate; +10 in an interior area: 168 municipalities, from Bragança to Beja, and parishes of six in the Algarve.
- +15 with one dependent or a member with a disability of 60% or more; +20 with two dependents or more.
- Single parent: another +10 with one child, +5 with two or more.
- At most one location increase and one household increase: with tier 1, up to 95% of the rent in the 1st year.

What income counts
60%
of your income for the rent, at most
€3,680
a month per adult, at most
70%
of freelance invoices counts
÷ 1.7
a couple's income
Your gross monthly income: last year's gross pay ÷ 12, holiday and Christmas pay included, or your last three months. Freelance services (recibos verdes, simplified regime) count for 70% of what you invoice, sales for 20%. Grants for research, culture or sport and social benefits count; pensions, rents, dividends and savings don't. IRS Jovem changes nothing here: the test is on gross income.
Two limits apply: the rent at most 60% of that income, and the income per adult (the household's, divided by 1 for the first adult, 0.7 for each other one and 0.25 for each dependent) at most €3,680 a month, 4 × the 2026 minimum wage of €920, and at most 4 × the reference rent. The reference rents in 2026
Each municipality has a reference rent per typology. Since 14 October 2026 it's the limit of the new affordable rent regime (Portaria 454/2026/1), or the 2010 regional table updated each year when that's higher. IHRU's website still publishes its earlier 2026 table, lower in 121 municipalities: where it changes your result, the simulator shows both.
| Municipality | T0 | T1 | T2 | T3 |
|---|---|---|---|---|
| Lisboa | €785 (€671) | €1,006 | €1,309 (€1,286) | €1,612 (€1,536) |
| Porto | €652 (€587) | €866 | €1,118 | €1,341 |
| Cascais | €752 (€664) | €964 (€866) | €1,254 (€1,118) | €1,544 (€1,341) |
| Oeiras | €703 (€664) | €901 (€866) | €1,172 (€1,118) | €1,443 (€1,341) |
| Sintra | €664 | €671 | €866 | €1,056 (€1,034) |
| Almada | €612 (€536) | €784 (€671) | €1,021 (€866) | €1,257 (€1,034) |

How to apply after you move to Portugal, step by step
1
Get your NISS. Every applicant needs one: IHRU checks your income with Social Security under it.

€349, from anywhere
2
Move your NIF address to the home as soon as you sign: your fiscal address must be the rented home, and your Finanças password comes there by post.
3
Find a whole home rented for 12 months at least, with every applicant a tenant on the lease. Rooms don't count.

From €400
4
Log in to the Portal da Habitação with the Chave Móvel Digital or your NIF and Finanças password; every applicant logs in to the same application.
5
Apply, with or without a lease: your ID or residence permit, last year's IRS or three months of payslips or recibos verdes, and the lease registered at the Finanças (Modelo 2) if you have it. Answer IHRU's questions within 5 working days.
6
Wait for the monthly results: about three months after the month you applied, in 2026. If you applied without a lease, register it within two months of the results.
7
Get paid before the 8th of each month, 12 times; apply again three months before the end to renew, up to five years.

Why applications fail
- A room instead of a whole home, or a flatmate on the lease who doesn't apply.
- A home you still own or rent in your home country.
- A lease shorter than 12 months, or not registered at the Finanças within two months of the results.
- A salary from abroad without its payslips, or only passive income.
- Your fiscal address still abroad.
- A question from IHRU, in Portuguese, left unanswered for 5 working days.
About a third of new applications end without a subsidy: 35% from January to June 2026, by our count of IHRU's monthly lists, which give no reasons. No eligible application has been turned down for lack of budget since the monthly ranking began in September 2024.

Over 35, or a single parent: Porta 65+
Porta 65+ has no age limit. It's for households whose income fell by more than 20%, and for single-parent families. It pays the part of your rent above 35% of your income in the 1st year (40% in the 2nd and 3rd, 45% in the 4th and 5th), between €50 and €200 a month. You can't hold both programmes at once.
