Portugal's Honorary Consulate in Guayaquil

An Honorary Consul, who may or may not be Portuguese and isn't a diplomat, resides in the country and city where his Consulate operates. The Ministry of Foreign Affairs appoints him to champion and protect Portuguese State's rights and interests in a city without official representation. Honorary Consulates generally aren't competent to execute consular acts, though, under certain exceptional and justified circumstances, they may be authorized to conduct voter registration operations, civil registration and notary acts, and issue travel documents. Honorary consuls operate within the scope of their competence, as per the directives of the head of the mission they're attached to.
