Honorary Consulate - An Honorary Consul is an appointee, whether Portuguese or otherwise, non-diplomatic and a resident in the country and city where the Consulate is active, selected by the Ministry of Foreign Affairs to promote and safeguard the rights and interests of the Portuguese State and its citizens, in a city lacking official representation. Honorary Consulates typically are not qualified to perform consular acts, with the exception of certain special and justified instances, such as voter registration, civil registration, notary acts, and issuing travel documents. The role of honorary consuls is conducted within their competency, following the Mission Head to which they are associated.
