An Honorary Consul, who may or may not be Portuguese and is not a diplomat, resides in the area of his Consulate's operation. The Ministry of Foreign Affairs appoints them to support and safeguard the rights and interests of the Portuguese State and its citizens, in an area where there is no official representation. Commonly, Honorary Consulates lack the ability to perform consular acts. However, in certain exceptional and warranted situations, they can conduct voter registration, civil registration, notary acts and issue travel documents. The honorary consul's responsibilities are carried out according to the mission head to which they are assigned.
