An Honorary Consul can be either Portuguese or a non-Portuguese, who is not a diplomat and lives in the country and city where the Consulate is based. Appointed by the Ministry of Foreign Affairs to uphold and protect the rights and interests of the Portuguese State and its citizens, in a city without official representation. Honorary Consulates generally are not competent to undertake consular tasks, but in certain special and justified situations, they may be permitted to conduct voter registration, civil registry and notary actions, and issue travel documents. Their work is conducted in alignment with the competency scope defined by the Head of the Mission they are attached to.
