Honorary Consulate - An Honorary Consul, whether Portuguese or not, is a non-diplomat who lives in the country and location where his Consulate operates, appointed by the Ministry of Foreign Affairs to uphold and protect the rights and interests of the Portuguese State and its citizens, in a city without official representation. Honorary Consulates are generally not competent to carry out consular acts, although, under certain exceptional and justified circumstances, they might be authorized to perform voter registration, civil registration, notary acts, and issue travel documents. The duties of honorary consuls are performed according to the competency and guidance of the Mission Head they are associated with.
