Portugal's Honorary Consulate in Novosibirsk

An Honorary Consul, who can be either Portuguese or not and is not an ambassador, resides in the country and location of his Consulate's operation. They are chosen by the Ministry of Foreign Affairs to represent and uphold the rights and interests of the Portuguese State and its citizens, in a city without official representation. Honorary Consulates usually do not perform consular acts. However, they might be allowed to conduct voter registration, civil registration, notary acts, and issue travel papers in certain exceptional and justified situations. Their function is carried out according to the Mission Head to which they are affiliated.
