What type of Consular Representation is the Honorary Consulate of Portugal in Port Elizabeth?

Honorary Consulate - An Honorary Consul, regardless of being Portuguese or not, and who is not a diplomat, lives in the nation and locale of his Consulate's operation. This individual is chosen by the Ministry of Foreign Affairs to advocate and protect the rights and interests of the Portuguese State and its citizens, particularly in a city without official representation. Honorary Consulates typically lack the necessary competence to perform consular acts. However, they may, under certain unusual and substantiated situations, be permitted to oversee voter registration, civil registration, notary acts and the issuing of travel documents. Honorary consuls' duties are executed, within their jurisdiction, complying with the Head of the Mission they are affiliated with.
