Honorary Consulate: what does this post do?
An Honorary Consul, who may or may not be Portuguese and is not a diplomat, resides in the country and location of his/her Consulate operation. They are appointed by the Ministry of Foreign Affairs to protect and promote the Portuguese State's rights and interests in cities lacking official representation. Honorary Consulates usually cannot perform consular acts. Still, exceptionally, they might be allowed to conduct voter registration operations, civil registration and notary acts, and issue travel documents. The honorary consuls operate according to the Head of the Mission to which they are attached within their competency.
