Honorary Consulate: what does this post do?
An Honorary Consul, irrespective of their nationality or whether they are a diplomat, resides in the country and location of their Consulate operations, appointed by the Ministry of Foreign Affairs to promote and safeguard the rights and interests of the Portuguese State and its citizens, in a city where there's no official representation. Honorary Consulates usually cannot perform consular acts, although, under certain special and justified conditions, they may be allowed to conduct voter registration operations, civil registration and notary acts and to issue travel documents. The tasks of honorary consuls are carried out, within their competency, in agreement with the Head of the Mission to which they are assigned.
