Honorary Consulate of Portugal in Rouen

An Honorary Consul, who can be either Portuguese or a non-Portuguese, is a resident of the country and location where his Consulate is based. Appointed by the Ministry of Foreign Affairs, the Honorary Consul is given the responsibility to safeguard and promote the rights and interests of the Portuguese State and its citizens in a location without official representation. Honorary Consulates are typically not authorized to carry out consular acts. However, in special and justified scenarios, they might be allowed to carry out voter registration procedures, civil registration, notary acts and issue travel documents. The tasks of honorary consuls are executed within the scope of their capabilities, in accordance with the Head of the Mission they are affiliated to.
